Post-Wide Maintenance, Repair, Reconstruction, Demolition, Replacement, and/or Installation, of a Wide Variety of Roofing Systems Directorate of Public Works

Background
This Requirements Solicitation is issued by the Directorate of Public Works for the maintenance, repair, reconstruction, demolition, replacement, and installation of a wide variety of roofing systems at Aberdeen Proving Ground, Maryland.

The contract aims to ensure the integrity and functionality of roofing systems across various facilities within the installation. This acquisition is a competitive 8(a) set-aside. The anticipated contract is a Firm-Fixed Price, Indefinite Delivery, Requirements-Type Construction Contract with a five-year base period and an option for a six-month extension.

Work Details
The contractor will be responsible for all aspects of roofing work including but not limited to: maintenance, repair, reconstruction, demolition, replacement, and installation of various roofing systems such as single-ply systems (EPDM, TPO, PVC), built-up systems (multiple ply modified bitumen), metal roofs, asphalt shingles, cedar shake roofs, slate roofs, and vegetative roof systems.

The work includes providing watertight roofing solutions on diverse building types and requires inspections and analysis. Key personnel must have significant experience in roofing construction; specifically: Job Superintendent and Quality Control Specialist must have seven years of experience; Quality Control Specialist must be a Registered Roof Observer (RRO); Corporate Safety Manager must have seven years of construction experience with five years dedicated to roofing projects.

The contractor will also submit Quality Control and Safety Plans post-award detailing procedures for compliance and management.

Place of Performance
The work will take place at Aberdeen Proving Ground in Maryland, specifically in the Aberdeen and Edgewood areas including North and South Cantonment areas, Churchville Automotive Testing Facility, Grace’s Quarters, Carrol Island, Adelphi Laboratories Center (ACL), and Blossom Point Research Facilities (BPRF).
