Background
The Air Force Research Laboratory (AFRL) Library Council is issuing this Class Justification and Approval (J&A) to authorize sole-source library subscription and archive purchases for a duration of five years.

The goal is to support the AFRL's mission to lead the discovery, development, and integration of warfighting technologies for air, space, and cyberspace forces. The specific procurement includes subscriptions to Elsevier ScienceDirect, which will provide unlimited access to peer-reviewed academic literature necessary for research and development missions across various AFRL technical directorates and associated organizations.

Work Details
The contract encompasses multiple actions for online scientific and engineering literature databases that are essential for the AFRL Library Council's operations. Key requirements include:
- Unlimited, simultaneous access to peer-reviewed literature in diverse scientific fields.
- Ability to download full-text content for offline use.
- Compatibility with existing authentication services.
- Each contract action will be executed as stand-alone Firm-Fixed-Price (FFP) purchase orders with varying License Access Period activation dates based on program needs.
- Base License Access Periods are typically twelve months with options for additional years where feasible.
- The subscriptions will cover a wide range of materials including databases, electronic books, journals, and other services necessary for supporting civilian, contractor, and military personnel engaged in research.

Period of Performance
Five years from the approval date of this J&A.

Various locations including Arlington, VA; Edwards AFB; Eglin AFB; Tyndall AFB; Fort Sam Houston; Kirtland AFB; Maui; Rome Research Site; Arnold AFB; and Wright-Patterson AFB.
