Description

Background
The General Services Administration (GSA) is issuing solicitation number EQPMBD-26-0276 for Terminal Deficiency List (TDL) Inspection Services. This acquisition is set-aside for small business concerns and aims to ensure that all contractual obligations have been met by the outgoing Operations & Maintenance (O&M) contractor, leaving the buildings in a fully functioning state.

The inspections will take place at various federal buildings in Portland, OR, Troutdale, OR, and Vancouver, WA.

Work Details
The contractor shall conduct end-of-contract TDL inspections to document any physical deficiencies at specified buildings including the 911 Federal Building, Edith Green-Wendell Wyatt Federal Building, Mark O. Hatfield U.S. Courthouse, Pioneer Courthouse, Vancouver Federal Building, and Troutdale Warehouse.

The inspections are not evaluations of the O&M contractor’s performance but rather a physical inspection to identify deficiencies that need correction. Each inspection will result in a report listing deficiencies with accompanying photos and recommendations for correction based on industry practices. The contractor must provide a proposed schedule within 15 days of contract award and submit a draft report within 5 business days after each site visit.

Period of Performance
The contract requirements must be completed within 45 days after the Notice to Proceed is issued.

Place of Performance
Various federal buildings around Portland, OR; Troutdale, OR; and Vancouver, WA.

Bidder Requirements
Bidders must meet the following requirements: Small Business Set Aside - Total (SBA); inspectors must have at least five years of experience in facility engineering or plant operations & maintenance; experience with Building Automation Systems (BAS) is required; detailed resumes for inspectors must be submitted for evaluation.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued.

Solicitation number EQPMBD-26-0276 is issued as a request for quotation (RFQ) for TDL Inspection Services.

This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.
