Description

VA Portland OR Healthcare System Special Needs Transportation - Wheelchair Transport Services. The Portland VA Medical Center (hereafter VAPORHCS), its associated Community-Based Outpatient Clinics (CBOCs), and affiliated healthcare clinics require contracted nonemergent wheelchair transportation services. The contractor shall provide all vehicles, personnel, management, supplies, equipment, and necessary reporting for the provision of nonemergent wheelchair transportation services. The contactor shall make these nonemergent wheelchair transportation services available to the VA as needed, 24 hours a day, seven days a week (24/7), including weekends and holidays.

The Portland VA Medical Center (VAPORHCS) is seeking contracted nonemergent wheelchair transportation services to support its mission of serving over 95,000 veterans in the Portland, OR and Vancouver, WA areas.

The contract aims to provide reliable transportation for veterans requiring wheelchair assistance, ensuring availability 24 hours a day, seven days a week, including weekends and holidays.

Work Details
The contractor shall provide all necessary vehicles, personnel, management, supplies, equipment, and reporting for nonemergent wheelchair transportation services. Key tasks include:
1. Providing transportation as needed while adhering to federal, state, and local regulations.
2. Transporting veterans along with VA staff and equipment when required.
3. Transporting miscellaneous items such as luggage and medical records at no additional cost.
4. Ensuring that all personnel are courteous and professional during service delivery.
5. Maintaining compliance with safety standards for wheelchair vans and ensuring they are equipped with first aid kits.
6. Conducting background checks on personnel as per VA requirements.
7. Utilizing the VetRide Vendor Portal or VA-approved software for managing transportation requests and invoicing.
8. Reporting any incidents or safety problems within one hour of occurrence.

Period of Performance
The contract will be effective from November 1, 2025, through October 31, 2030.

Place of Performance
Services will be performed primarily at the Portland VA Medical Center located at 3710 SW US Veterans Hospital RD, Portland, OR 97239, as well as various Community-Based Outpatient Clinics (CBOCs) in Oregon and Washington.
