This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR Subpart 13.5 procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(A) The solicitation number is 70Z08424QPR240000059 and is issued as a Request for Quotation (RFQ). Submit written quotes (oral quotes will not be accepted). This requirement is for a Portable Workshop.

(B) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05.

(C) This acquisition is issued as UNRESTRICTED. The associated NAICS code is 332311 and the small business size standard is 750 Employees.

(D) Description/Statement of Work/Specification:

Please refer to Attachment 1 Statement of Work (SOW)

(E) FAR Provision 52.212-1, Instructions to Offerors Commercial (Sep 2024), is incorporated by reference and applies to this acquisition.

(F) Offerors are required to include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications Commercial Items, with its Alternate I (May 2024), with their offer. Offerors may complete this online at SAM: www.sam.gov. An offeror must state in their offer if they completed FAR 52.212-3 with Alternate I online and that is it up-to-date and valid.

(G) Date, time and place offers are due.

Offers are due by 23 August 2024, 12:00 PM Pacific Time.

Background
The United States Coast Guard (USCG) is seeking to procure a Portable Engineering Shop for use by Port Security Unit 307. This acquisition aims to enhance the operational capabilities of the unit during overseas deployments, ensuring they have the necessary equipment and workspace to perform their duties effectively.

Work Details
The contract requires the delivery of a Portable Engineering Shop with the following specifications:
- Color: Green or Tan
- Exterior dimensions when stowed: 88" W x 108" L x 91-92" H
- Exterior dimensions when deployed: 245-246" L x 108" W x 91-92" H
- Interior ceiling height: Minimum 71", Maximum 84"
- Maximum gross weight: Not to exceed 11,000 lbs

Required features include:
- Electrical: 110-120VAC/60Hz/60A GFI circuit breakers for externally powered devices
- Storage: 10 drawer full height storage cabinet and a 4 drawer bench height storage cabinet with butcherblock top
- Compressed air: Internal 100 PSI compressed air disconnects (5 internal, 2 external)
- Equipment: Chemical storage cabinet, 15-gal air compressor (5-CMF @ 100 PSI), and a diesel/jp8 generator (5.5Kw)
- Additional items: Tabletop vise, external receptacles, fold down leveling jacks, rough duty work lights, ground rod kit, and shore power cables (30ft+ with MIL-STD receptacle and pigtail).

The contractor must ensure compliance with all applicable regulations and standards. The workshop will be inspected by the customer prior to acceptance, and any discrepancies must be addressed promptly.

Period of Performance
The Portable Engineering Shop must be delivered no later than January 30, 2025.
