The Naval Nuclear Laboratory (FMP) is seeking to test and field a Portable Small Article Monitor (PSAM) to replace shipboard manual frisking stations inside nuclear vessels undergoing servicing and maintenance at US Navy shipyards. This device shall have a modular design and be smaller and lighter than commercially available Small Article Monitors (SAMs).

Background
The Naval Nuclear Laboratory (FMP) is seeking to test and field a Portable Small Article Monitor (PSAM) to replace shipboard manual frisking stations inside nuclear vessels undergoing servicing and maintenance at US Navy shipyards.

The goal of this contract is to develop a device that is modular, smaller, and lighter than commercially available Small Article Monitors (SAMs), enhancing operational efficiency and safety in nuclear environments.

Work Details
The Supplier shall design and manufacture one PSAM based on the outlined technical requirements. Key tasks include:
1. Construction of the Portable Small Article Monitor, which must include miscellaneous components such as keys, dongles, and disassembly tools;
2. Development of an Operations and Maintenance Manual and Calibration Procedure;
3. Submission of a Preliminary Design Package (60% completion) and a Final Design Package (100% completion);
4. Creation of detailed drawings including general assembly drawings with dimensions, exploded views showing significant hardware, and compliance with DRP-2 requirements;
5. Adherence to specified size/weight limits: total weight not exceeding 1200 lbs., external dimensions not exceeding 21.5 x 24 x 24 inches, internal dimensions not less than 7.5 x 14.5 x 11.5 inches;
6. Ensuring the PSAM can be disassembled into portable modules without tools by two people;
7. Compliance with radiological detection requirements including ambient background levels and detection capabilities;
8. Development of a user-friendly interface for operation by general workers without special training.

Place of Performance
The contract work will be performed at US Navy shipyards.
