This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, utilizing FAR Part 13 - Simplified Acquisition Procedures, as supplemented with additional information included in this notice. The intent of this RFQ is to award a firm fixed price contract for the acquisition of Portable Restroom and Port-a-John Rental Services.

This is a total small business set-aside. Only quotes from small business concerns will be accepted. The associated North American Industry Classification System (NAICS) code is 562991 Septic Tank and Related Services.

Quotes shall include:

  • Specifications (including color and layout) for the proposed items
  • Picture of the actual portable restroom trailer at Area 2 (inside and outside); "stock or catalog images are not acceptable
  • Janitorial service pan
  • Attachment A- Price Sheet

Background
The United States Secret Service (USSS) is a premier Law Enforcement Agency that requires the rental of portable restroom facilities for protective operations. This solicitation is for the acquisition of Portable Restroom and Port-a-John Rental Services, aimed at ensuring adequate sanitation facilities during events requiring security measures. The contract is set as a total small business set-aside.

Work Details
The contractor shall provide rental services for two (2) port-a-johns and two (2) restroom trailers, including pump-out and janitorial services. The work includes:

- Two (2) 10 Stall Restroom Trailers (for 200-250 people), one for seasonal use (October-May) and one for yearly use.
- Two (2) Port-a-Johns for 'as needed' situations.

- Must include pump-out services every other day during the season and additional services upon request.

- For Port-a-Johns:
- Must include anti-slip flooring, occupancy indicators, solar lighting, stabilizing stakes for high winds, toilet paper, and hand sanitizer. Janitorial services to be provided as requested.
