Description

SDDC requires Stevedoring and Related Terminal Services (S&RTS) for the Port of Gulfport located in Gulfport, Mississippi in connection with the import and export of Defense Transportation System (DTS) sponsored and non-sponsored cargo. SDDC requires S&RTS labor, equipment, gear, tools, documents, materials, miscellaneous supplies, and management services to satisfy all tasks provided in the Performance Work Statement (PWS). The PWS will cover the full spectrum of handling surface moving cargo to include its receipt through disposition, and processing cargo for simultaenous shipments via multiple surface modes of transportation as designated by the Contracting Officer (CO) or their appointed Contracting Officer's Representative (COR) and Alternative Contracting Officer's Representative (ACOR).

Background
The Military Surface Deployment and Distribution Command (MSDDC), headquartered at Scott AFB, IL, is an operational-level Army force designated by the Secretary of the Army as the Army Service Component Command of the United States Transportation Command.

MSDDC is responsible for providing coordination worldwide for origin to destination surface traffic management support, including surface and multimodal transportation contracted functions for all Department of Defense (DOD) and other U.S. Government entities. Established in 1965, MSDDC plays a vital role in national defense by supporting military operations, humanitarian relief efforts, and training exercises.

Work Details
The contractor will provide Stevedoring and Related Terminal Services (S&RTS) at the Port of Gulfport, Mississippi, for the import and export of Defense Transportation System (DTS) sponsored and non-sponsored cargo.

Tasks include:
- Managing US Military cargo such as containers, vehicles, breakbulk, and rotary or fixed-wing aircraft;
- Performing stevedoring and longshoring for loading and discharging vessels;
- Port reception and disposition;
- Cargo management staging;
- Intra-port transfers;
- Cargo preparation;
- Tallying and checking;
- Warehousing dunnage and tiedown materials.

The contractor must work multiple vessels simultaneously, operate 24/7 throughout the year, handle military vehicles up to 150,000 lbs., manage hazardous materials, ensure all services are authorized by the Contracting Officer or their representatives, provide necessary equipment and labor for operations, maintain compliance with security requirements, conduct quality control inspections, prepare operational reports, manage cargo inspections prior to handling, ensure timely reporting of discrepancies, and maintain communication with government representatives regarding operations.
