Port Isabel Detention Center (PIDC)

Background
The Justification for Other Than Full and Open Competition (JOFOC) for detention support services at the Port Isabel Detention Center (PIDC) is posted in accordance with 6.305. The Office of Acquisition Management has determined that no other source is capable of satisfying the Agency’s minimum needs, and it is in the best interest to obtain the additional hours for on-call stationary guard support from the current contractor, AIP.

Work Details
The work involves providing on-call stationary guard support at the Port Isabel Detention Center. The contractor, AIP, is fully staffed for this requirement and can immediately meet the need to mitigate the risk of any detainee not receiving necessary medical care. Efforts were made to solicit offers from potential sources by publicizing the requirement on sam.gov, but no responses were received.
Market research determined that while there are other contractors that offer this support, none could immediately provide these services without a lapse in support. A notice was posted regarding this effort, but no interested contractors submitted their capabilities statement to the Contracting Officer (CO) by the specified date.

Period of Performance
The contract will be performed until November 30, 2027, should all options be exercised.

Place of Performance
The contract will be performed at the Port Isabel Detention Center.
