Polio and Vaccine Preventable Disease (VPD) Field Officer Support for Activities in Eastern Mediterranean Region-EMRO Team

This is a Pre-Solicitation Notice for a 100% set-aside for 8(a) small businesses. The North American Industrial Classification System (NAICS) Code of 541990. The Global Immunization Division (GID), Polio Eradication Branch (PEB) is part of the Centers for Disease Control and Prevention (CDC), an agency of the U.S. Department of Health and Human Services (HHS). The mission of the PEB/GID is to plan and implement immunization activities globally as an active emergency response, with the immediate focus on polio eradication efforts in Africa as well as on-site technical support at CDC headquarters in Atlanta, Georgia. The Division is mandated to support polio eradication activities and vaccine preventable diseases (VPDs) such as measles, in support of the goal set by the World Health Organization and the Director of the Centers for Disease Control and Prevention of worldwide eradication of the polio virus, to include:

1. Outbreak response, environmental surveillance, poliovirus containment, post-eradication planning, and polio program legacy activities;

2. Measles elimination and control;

3. Immunization systems strengthening, including routine immunization (RI) systems;

4. New vaccine introduction;

5. Assist MOH or other partner with workforce and information systems -related questions.

6. Improving the quality of immunization data collection;

7. Implementation of vaccine preventable disease (VPD) surveillance in developing countries.
The Global Immunization Division engages in these activities as part of the international effort to eradicate Polio in coordination with Ministries of Health (MoH), the Global Polio Eradication Initiative (GPEI)) and UNICEF and/or projects implemented jointly with these organizations as part of the emergency activation for Polio via the CDC Emergency Operations Center (EOC).
As a result of this mandate, CDC will issue a solicitation to obtain services related to technical assistance and support activities in support of VPD programs. The Contractor shall provide services to CDC Headquarters, CDC Field Offices, and GPEI partners in various international and domestic locations. Historically, outbreak response has included activities in countries including, but not limited to, Afghanistan, Pakistan, Egypt, Jordan, and Yemen. As outbreaks occur, a surge response in additional countries may be required.
CDC intends to issue a single contract award as a result of solicitation 75D30121-R-71954. It is anticipated that the resulting contract will be a Firm Fixed Price, Definitive Contract with separate Line Items for Travel (Cost Reimbursement) and Surge (Labor hour). The period of performance will include one 12-month base year and four 12-month option periods, for a total period of performance of 60 months. Request for Proposal (RFP) 75D30121-R-71954 will be posted on Beta.SAM.gov on or about June 29, 2021. Any amendments issued to the solicitation will also be made at the same website.
No response to this pre-solicitation notice is required.
This set-aside will be an 8(a) competitive requirement and as such is limited to eligible 8(a) concerns. The NAICS Codes for this proposed procurement is 541990 All Other Professional, Scientific and Technical Services. All responsible 8(a) sources may submit a proposal, which shall be considered by the agency. The anticipated solicitation due date will be on or about July 29, 2021. When the solicitation is issued, the exact due date will be posted.
