Background
The solicitation is for a Design-Bid (DB) and Design-Bid-Build (DBB) Indefinite Delivery / Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) in support of defense operations in Poland. The contract will provide Design-Build and Design-Bid-Build construction services for new facilities and real property repair and maintenance in support of defense operations in Poland. The entire contract, including the base ordering period and all options, shall not exceed $98,000,000.00. The minimum guarantee for the entire contract is $2,000.00.

Work Details
The construction tasks under the contract include design quality control, comparable product requirements, closeout procedures, and other construction-related tasks.
The acquisition strategy involves an unrestricted full and open competitive acquisition with a target of five contractors to be awarded Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) MATOCs for DB and DBB construction requirements.
The evaluation methodology consists of four factors: Past Performance, Management Approach, Technical Approach - SEED Project, and Price – SEED Project.

Period of Performance
The contract will have a five-year base period of performance.
