Description

This notice constitutes a sources sought only and is not a formal solicitation. The Government's intent is to submit a request for information (RFI) to industry regarding the POL Pipeline Inspection services described in the performance work statement (PWS). Should the Government release a formal solicitation, it will do so using a separate posting; however, responses to this announcement will not constitute a quote, proposal, or bid.

The 380th Air Expeditionary Wing (AEW) wants to identify contractors who can provide the POL Pipeline Inspection services outlined in the PWS and understand their capabilities. Specifically, the 380th AEW has a potential need to inspect up to 4km of POL pipeline as well as the hydrant pits connected to them. The inspection must also include a geometry survey of these assets. When complete, potential interested parties should provide a survey or report to document the inspection's findings. Please see the performance work statement (PWS) for a more complete description of the contemplated requirement.

The Government encourages and welcomes any questions, comments, or recommendations from industry. This information may be used to inform and refine the requirement should the Government issue a formal solicitation later.

In order to respond to this sources sought, please provide the following information to the POCs listed by 12:00 noon GMT on 23 May 2025:

  1. Capabilities Statement regarding your work on similar pipeline projects
  2. A brief description of how your firm might undertake the work as described in the PWS
  3. Examples of past pipeline inspections completed for Government or Commercial Customers
  4. Indicate whether your organization is currently an Abu Dhabi National Oil and Gas Company (ADNOC) approved vendor
  5. Points of Contact in your organization so the Government may follow up and ask further questions if needed
Background
The 380th Air Expeditionary Wing (AEW) is seeking to identify contractors capable of providing POL Pipeline Inspection services as outlined in the performance work statement (PWS).
The goal is to inspect up to 4km of POL pipeline and the associated hydrant pits, including conducting a geometry survey of these assets.
This sources sought notice serves as a request for information (RFI) to understand industry capabilities and may inform a future formal solicitation.

Work Details
The contractor will be responsible for the following tasks:
1. Perform general inspections of fuel pumps at Tank 1 and Tank 2, ensuring compliance with specifications identified in the PWS.
2. Conduct general inspections of hydrant pits, adhering to the same standards.
3. Execute a geometry survey of the pipeline and hydrant pits, completing it in accordance with outlined specifications.
4. Maintain compliance with all applicable specifications, standards, and documentation required by the US Government.
5. Provide all necessary employee provisions including food, water, transportation for materials and personnel, and material handling equipment.
6. Ensure daily cleanup of the work site to remove debris and refuse without using Government rubbish bins.
7. Coordinate with Airfield Management for access and comply with security policies at Al Dhafra AB.

Place of Performance
The contract will be performed at Al Dhafra Air Base.
