This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The Medical Readiness Contracting Office Pacific, Bldg 339, 146 Clark Road, Ft Shafter, HI 96858, intends to solicit, negotiate, if necessary, and award a Firm Fixed Price (FFP) contract for Point-of-Use (POU) Automated Medical Supply Dispensing System with Software Application for Tripler Army Medical Center, Hawaii. The solicitation number for this request for quotation (RFQ) is W81K0225QA009. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-01. The Standard Industrial Classification Code is 6530, size standard is 1,000 employees and the NAICS code of 339112. This procurement is 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB).

The provision at 52.212-1, Instructions to Offerors Commercial, and its addendum applies to this acquisition.

The provision at 52.212-2, Evaluation Commercial, and its addendum applies to this acquisition.

Quoters shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its quote.

The clause at 52.212-4, Contract Terms and Conditions Commercial Items, and its addendum applies to this acquisition.

The deviation to clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders Commercial Items, applies to this acquisition. FAR clauses that are applicable to this acquisition are in the attachment to the combined synopsis/solicitation.

The Defense Priorities and Allocations System (DPAS) and assigned rating is not applicable.

The Government intends to award a Firm Fixed-Price contract to the successful quoter.

Contract Requirements The successful quoter shall be required to meet the requirements of the combined synopsis/solicitation attachments. Contractors shall quote their unit pricing based on the quantities identified in each Contract Line Item Number.

Questions regarding this combined synopsis/solicitation shall be emailed to the point-of-contract (POC) below no later than 12 March 2025, 10:00 A.M. HST.

Background
The Medical Readiness Contracting Office – Pacific, located at Ft Shafter, HI, intends to solicit and award a Firm Fixed Price (FFP) contract for a Point-of-Use (POU) Automated Medical Supply Dispensing System with Software Application for Tripler Army Medical Center in Hawaii. This procurement is 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB).

The goal of the contract is to provide a comprehensive medical supply dispensing solution that includes equipment, software, cybersecurity, network integration, training, and installation services.

Work Details
The contract requires the delivery of various models of Automated Medical Supply Dispensing Systems including:

1. **Main Cabinets with Computer (Operating System)**:
- **CLIN 0001**: 21 Each - 1 Door Cabinet
- **CLIN 0002**: 39 Each - 2 Doors Cabinet
- **CLIN 0003**: 30 Each - 3 Doors Cabinet
- Prices must include IT Datacenter support, System Support Maintenance, Training, and User Manuals as specified in the Performance Work Statement (PWS).

2. **Auxiliary Cabinets**:
- **CLIN 0004**: 7 Each - 1 Door Auxiliary Cabinet
- **CLIN 0005**: 61 Each - 2 Doors Auxiliary Cabinet
- **CLIN 0006**: 71 Each - 3 Doors Auxiliary Cabinet
- Pricing includes similar support as above.

3. **Rack/Drawer Systems**:
- **CLIN 0007**: 16 Each.

4. **Licenses and Freight Services**:
- **CLINs 0008 & 0009**: Licensing and freight services for the systems.

5. **Deinstallation and Installation Services**:
- **CLINs 0010 & 0011**: Deinstallation of existing cabinets and installation of new cabinets will be completed in phases.

All products must meet the Government's salient characteristics as stated in the solicitation and PWS.
