Description

In 2025, USTRANSCOM intends to procure dedicated passenger air transportation services for military and Government personnel that will travel round-trip between Point Mugu, CA (ICAO: KNTD) to San Nicolas Island (ICAO: KNSI), CA , Point Mugu to China Lake, CA (ICAO: KNID), and Point Mugu to other destinations within 500 GCSM as required. All transportation will be provided via contractor-furnished, Instrument Flight Rules (IFR)-equipped, turbine-powered, multi-engine aircraft. USTRANSCOM is seeking information about what solutions currently exist in the market and is interested in learning about what information industry may need to scope a logical roadmap to succeed.

This announcement constitutes a Request for Information (RFI) for informational and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSAL (RFP), nor is it to be construed as a commitment by the Government. No contract will be awarded as a result. Industry's response to the RFI. or lack thereof will have no impact on the evaluation of responses to any subsequent RFP or Request for Quote (RFQ) released. The information requested will be used within USTRANSCOM as market research to facilitate decision making (e.g., determining acquisition strategy, small business concerns) and will not be disclosed outside the Government.

Background
In 2025, the United States Transportation Command (USTRANSCOM) intends to procure dedicated passenger air transportation services for military and Government personnel traveling round-trip between Point Mugu, CA (ICAO: KNTD) to San Nicolas Island (ICAO: KNSI), CA, Point Mugu to China Lake, CA (ICAO: KNID), and other destinations within a 500 nautical mile radius as required.

The goal of this contract is to ensure reliable and efficient air transportation using contractor-furnished, Instrument Flight Rules (IFR)-equipped, turbine-powered, multi-engine aircraft. USTRANSCOM is seeking information from industry regarding existing solutions and what information may be necessary to develop a logical roadmap for successful implementation.

Work Details
The contractor shall provide all personnel, equipment, tools, materials, supervision, and services necessary for air transportation services for passenger movement between specified locations five days a week.

Additional missions may be scheduled by mutual agreement during the week, weekends, and holidays. The contractor must utilize IFR-equipped multi-engine turbine aircraft capable of maintaining communication with Point Mugu throughout all flights. Aircraft must include capabilities such as inflight weather updates and advanced GPS systems.

Maintenance of aircraft must adhere to FAA standards and include both scheduled and unscheduled maintenance. All aircraft must comply with FAA regulations and possess current FAA authorization certificates. The contractor is responsible for operational readiness with a target of 95% or better. Deliverables include timely notification of delays or cancellations and maintaining specific performance metrics related to service delivery.

The primary place of performance will be at Naval Base Ventura County (NBVC), Point Mugu, CA.
