Poe Lock Rehibition Ship Arrestors Sault Ste Marie, MI   3

The U.S. Army Corps of Engineers Detroit District intends to issue a Request for Proposal (RFP) W911XK21R0004, for a firm-fixed price construction contract for the rehabilitating the ship arrestors on the Poe Lock in Sault Sainte Marie, MI. This is a Pre-Solicitation Notice. This Notice is being issues for planning and information purposes only. This notice is not a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this Notice. The plans and technical specifications for this requirement will only be available upon solicitation issuance.

PROJECT DESCRIPTION: This project consists of work associated with fabrication of arrestor machinery, rehabilitation of fender booms, and rehabilitating the ship arrestors on the Poe Lock located in Sault Sainte Marie, Michigan. The Poe Lock will be required to remain in service during construction. The rehabilitation and installation of spare fender booms include repairs and installation of heat shields, placing existing fender booms on-site, removal and disposal of associated parts and components such as brake cylinders, bollards, quadrants, wire rope, etc. Rehabilitation also includes the removal and disposal of existing rolling segment buildings housing the boom rolling segment and buildings made with asbestos containing wall panels and fabrication, testing, and installation of new arrestor machinery. There will be two optional contract line items for this project. The majority of the installation work is required to occur between January 15 March 25.

The Government intend to sole source to Rockwell Automation for Allen-Bradley Programmable Controllers that will be a minor portion required for this project.

The solicitation is anticipated to be issued around March 16, 2021 with a Notice to proceed to be issued around August 1, 2021. The contract completion date is June 2023 for the base contract and June 2024 if option 1 & 2 is exercised for the fabrication and installation of the upstream ship arrestor. Actual dates and times will be identified in the solicitation.

The estimated cost of construction is between $10,000,000 and $25,000,000.

The North American Industrial Classification System (NAICS) code is 237990 Other Heavy and Civil Engineering Construction, which has a small business size standard of $39.5million.

TYPE OF SET-ASIDE: None - This is a Full and Open procurement.

In accordance with Federal Acquisition Regulation (FAR) 19.1307, this project requires the HUBZone 10% price evaluation.

Award for this requirement will be determined by source selection using best value trade-off to determine the best value to the Government. The solicitation and evaluation process will be conducted in accordance with FAR Part 15.

The solicitation package materials, documents, drawings, specifications, and attachments to the anticipated solicitation will be available only electronically via beta.sam.gov. Hard copy documents will not be supplied by the Government to any interested parties.
