PNSY- Rental (4) Chemical Toilets

Background
The Portsmouth Naval Shipyard (PNSY) is seeking quotes for the rental and servicing of four chemical toilets as part of their operational requirements in Kittery, ME. This contract aims to ensure that adequate sanitation facilities are available during shipyard operations, supporting the mission of maintaining naval vessels.

Work Details
The contractor will provide temporary chemical toilet units and servicing during availability. The requirements include:
1. Each portable chemical toilet must be equipped with one toilet, one urinal with urinal cake, a toilet paper dispenser, and a hand sanitizer dispenser.

2. Units must have lifting eyes for lifting into drydock and utilize a numbering system for identification.

3. Servicing must occur twice weekly, including sanitizing, cleaning, deodorizing, restocking supplies, and waste disposal at approved facilities.

4. Written documentation for cleaning service dates must accompany invoicing.

5. Maintenance service decals must be displayed inside each unit, filled out by the contractor's personnel after each service.

Period of Performance
The contract period is from October 26, 2026, to October 24, 2027 (52 weeks), with options to extend for additional periods: Option 1 from October 25, 2027, to October 22, 2028 (52 weeks); Option 2 from October 23, 2028, to August 12, 2029 (42 weeks); and Option 3 from August 13, 2029, to September 9, 2029 (4 weeks).

Bidder Requirements
Bidders must meet the following requirements:
- Small Business Set Aside - Total (SBA).
- Provide documentation of two relevant projects completed within the last five years involving rental and servicing of portable chemical toilets.
