Background
The Iowa City VA Health Care System (ICVAHCS) is issuing this contract for Project Number 636A8-24-003, which focuses on upgrading the lightning protection and grounding systems for all buildings on its campus.

The goal of this project is to ensure compliance with Underwriters Laboratory (UL) ratings through improved grounding, thereby enhancing safety and operational integrity.

Work Details
The contractor is required to provide all labor, materials, and equipment necessary to perform the following tasks:
1. Upgrade outdated lightning protection systems across all buildings at ICVAHCS.
2. Re-establish UL ratings for each building by improving the grounding system.
3. Complete work during business hours (8:00 a.m. to 4:00 p.m.), with potential after-hours and weekend work as needed.
4. Follow construction documents that define phasing requirements to allow installation of new devices while maintaining existing device operations.
5. Coordinate work with VA staff in areas receiving upgrades.
6. Manage temporary construction items such as dust walls and safety barriers, obtaining approval from the Contracting Officer’s Representative (COR) prior to installation.

Period of Performance
The work described must be completed within 365 calendar days following the Notice to Proceed.
