Background
The E-2/C-2 Airborne Command and Control Systems Program Office (PMA-231) operates under the Portfolio Acquisition Executive Aviation (PAE(A)). PMA-231 is tasked with managing, directing, controlling, and integrating all project efforts related to the procurement and modification of E-2/C-2 aircraft. The office's mission includes ensuring effective quality assurance, production control, configuration management, and logistics support for these systems.

The contractor will support PMA-231 in developing, acquiring, and sustaining advanced carrier-based command and control aircraft.

Work Details
The contractor shall provide program management services including:
1. **Project Management**: Support Integrated Product Teams (IPTs) in managing aircraft capabilities throughout their lifecycle. This includes tracking technical, financial, and engineering data to mature technologies and validate prototypes.
2. **Acquisition Management**: Facilitate acquisition processes for Research Development Test & Evaluation (RDT&E) programs through milestone documentation and procurement facilitation.
3. **Administrative Operations**: Perform administrative tasks necessary for sustaining RDT&E functions including communications, data administration, and security coordination.
4. **Operations Security (OPSEC)**: Develop and maintain an OPSEC program to protect sensitive information.
5. **Foreign Military Sales (FMS)**: Coordinate international sales cases ensuring compliance with U.S. export laws.
6. **Personnel Management**: Ensure that personnel meet minimum education, training, experience, and security clearance requirements as specified in labor categories.

Period of Performance
January 2028 – December 2033

Place of Performance
Approximately 30% of work will be performed at Government sites including Naval Air Systems Station Patuxent River, MD and Norfolk, VA; 70% at Contractor sites.
