SYSTEM TECHNICAL SUPPORT

1. Description: Program Manager Office Light Armored Vehicle (PMO LAV) is responsible for the total life cycle support for the Family of Light Armored Vehicles (FOLAV), and is located at the United States Army TACOM Life Cycle Management Command (LCMC) in Warren, Michigan.

PMO LAV, Unites States Marine Corp LAV, and the Saudi Arabia Management Office (SAMO) seeks to identify sources capable of providing engineering and logistic support for the Royal Saudi Land Forces (RSLF) Armor Corps fleet of Family of Light Armored Vehicles (FOLAV) under Foreign Military Sales (FMS). THE FOLAV Technical Data Package (TDP) is proprietary to General Dynamics Land Systems - Canada (GDLS-C). The System Technical Support activities include the following STS categories:

a. Systems Engineering
b. Reliability and Maintainability Support
c. Prototype Hardware/Software
d. Engineering Change Proposals
e. Configuration Management and TDP Maintenance
f. Logistics Products
g. Product Improvements
h. Systems and Equipment Training
i. Field Failure Analyses
j. Obsolescence Reports

2. Sources Sought Request. PMO LAV seeks to determine industry capability to provide the requisite service as detailed in paragraph 1. Please provide any information (and/) or commercial literature describing your company's capabilities, safety, supportability, quality, cost, availability (and/) or other information not specifically requested that you feel would be informative. This market research process is intended to obtain only non-proprietary information about your company's capabilities. The United States Government (USG) does NOT want to obtain any proprietary or otherwise protected documents as a result of this Sources Sought. The USG may return data (and/) or documents that have proprietary or protected markings.

3. This is Market Research for LAV System Technical Support (STS). The previous contract was awarded to the Original Equipment Manufacturer (OEM). The USG plans to award another STS contract to the OEM, unless there are others that can meet the requirements. The FMS office does not own the TDP for any of the variants of the LAV.

4. All portions of this Sources Sought are merely for market research purposes, subject to change at any time, are in no way binding on the USG, and do not represent an established requirement. This Sources Sought is furnished for information purposes only with the understanding that the USG is under no obligation of any kind to proceed with an acquisition in any way related to or based upon the information set forth herein. Nothing contained in this survey should be regarded as a basis upon which to seek payment, reimbursement or other consideration from the USG. Moreover, this Sources Sought is not intended as a solicitation of offers or request for competitive proposals.

5. Response Format. Electronic responses are required. It is requested that electronic responses be provided in any of the following formats: Microsoft Word 2013 or earlier, Microsoft Excel 2013 or earlier, Microsoft PowerPoint 2013 or earlier or Adobe Acrobat. The maximum size of each e-mail message should be no more than three and one-half (3.5) megabytes. You may use multiple e-mail messages. The subject line must include the message number, (example: 1 of 3, 2 of 3, 3 of 3), and "[Company's Name] response to PMO LAV Light Armored Vehicle System Technical Support Sources Sought". All interested firms, regardless of size, are encouraged to respond to this request for information.

It is not necessary to respond to this Sources Sought in order to be eligible for future contract awards.
