Description

Army Contracting Command Detroit Arsenal (ACC-DTA) is soliciting a new sole-source ten-year Cost Plus Fixed Fee requirements contract to Canadian Commercial Corporation (CAGE Code 98247) which will be subcontracted the Original Equipment Manufacturer General Dynamics Land Systems Canada (GDLS-C). This requirement is in support of the Program Management Office Light Armored Vehicles (PMO LAV) for System Technical Support services. The Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A) and (B), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". This notice of intent is not a request for competitive proposals or a solicitation of offers. Responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A technical data package is not available, solicitation attachments are available based upon a need to know determination. GDLS-C is the only known qualified source to perform this effort. A determination by the Government not to compete this proposed contract is solely within the discretion of the Government. Background
The Army Contracting Command – Detroit Arsenal (ACC-DTA) is issuing a sole-source ten-year Cost Plus Fixed Fee requirements contract to the Canadian Commercial Corporation (CAGE Code 98247), which will subcontract to General Dynamics Land Systems – Canada (GDLS-C).

This contract supports the Program Management Office Light Armored Vehicles (PMO LAV) for System Technical Support services. The Government intends to negotiate with only one source, as GDLS-C is the only known qualified source for this effort.

Work Details
The contractor shall provide Systems Technical Support (STS) services for the Family of Light Armored Vehicles (FoLAV) manufactured by GDLS-C.

Tasks include:
1. Deliverables must be compatible with Microsoft Office applications.
2. Work Directives (WDs) will specify tasks, objectives, schedules, and deliverables.
3. The contractor must provide all necessary labor, materials, supplies, services, facilities, travel, and other direct costs to perform the work specified in each WD.
4. Program management activities including hosting meetings, preparing agendas and minutes, and providing administrative support for government briefings and presentations.
5. Compliance with all applicable regulations and guidelines as outlined in the contract.

Period of Performance
The contract will span ten ordering periods of 12 months each, totaling a duration of 10 years.
