Background
This solicitation is issued by the Department of Veterans Affairs, specifically the Network Contracting Office 5, for Plant and Holiday Decor Services at multiple locations under the Washington DC VA Medical Center. The goal of this contract is to provide comprehensive plant maintenance and holiday decoration services to enhance the aesthetic environment of the facilities, supporting the agency's mission to provide high-quality care to veterans.

Work Details
The contractor shall provide all necessary materials, tools, equipment, labor, and supervision for plant care and replacement services at various locations including the Fisher House, Washington DC VA Medical Center, Montgomery County CBOC, Lexington Park CBOC, and Charlotte Hall CBOC. The work includes:
- Regular maintenance of existing plants.
- Replacement of plants as needed.
- Seasonal holiday decorations at specified locations.
- Compliance with all applicable wage and hour laws and correct title classification of workers.
- Adherence to a drug-free workplace policy and other safety regulations as outlined in the contract.

Period of Performance
The estimated period of performance for this contract is from January 19, 2026, to January 18, 2031. This will be a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract with multiple ordering periods.
