Planning Yard Support for LPD 17 Amphibious Transport Dock Ships, LHD 1/LHA 6 Amphibious Assault Ships, LSD 41/49 Dock Landing Ships and LCC 19 Amphibious Command Ship   3

The Naval Sea Systems Command (NAVSEA) intends to issue a full and open competitive solicitation in September 2020 for integrated Planning Yard (PY) support such as engineering, technical, planning, ship configuration, data, and logistics support for in service Amphibious Ships. The following ship classes are anticipated for this acquisition: LPD 17 San Antonio Class Amphibious Transport Dock ships, LHD 1 Wasp Class and LHA 6 America Class Amphibious Assault ships, LSD 41/49 Whidbey Island/Harpers Ferry Class Dock Landing ships, and the LCC 19 USS Blue Ridge Amphibious Command ship. The PY efforts include, but are not limited to:

Modernization program and maintenance planning in accordance with the requirements of the Navy Modernization Process Management and Operations Manual (SL720-AA-MAN-030) (Most recent revision) (NMP MOM) and the Joint Fleet Maintenance Manual, COMUSFLTFORCOM INST 4790.3.

Alteration design and planning, systems platform integration, logistics and configuration management support;

CNO availability planning and execution support, including availability duration analysis;

PIO Material procurement; and

On-site technical support, and modernization and repair support.

The anticipated contract is planned as a Cost Reimbursement type contract, with a hybrid of Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), and Cost Only pricing arrangements. The anticipated contract award date will be in Q3 FY21 and the period of performance will consist of a base year and six option years.

A sources sought notice was issued via Beta SAM.gov on December 3, 2019 entitled Planning Yard contract for operational (in-service) LPD-17, LHD-1, LHA-6, LCC-19/20, and LSD-44/49 class ships under NOTICE ID N00024-20-R-4205. This pre-solicitation synopsis is for information only, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts.
