Amendment 0001 The purpose of this amendment is to provide answers to questions received.

MCI-East Cherry Point Satellite Contracting Office aboard MCAS Cherry Point, NC has a requirement to procure Aerial Range Sweep Services for a twelve (12) month base year and a twelve (12) month option period.

It is the Government's intention to issue a firm-fixed price contract. The proposed acquisition is 100% set aside for Small Business concerns. The North American Industry Classification System (NAICS) code for this requirement is 541922. The Government will solicit and award this contract using simplified acquisition procedures.

The solicitation, (No. M6700124Q1172) will be posted and made available on the Contract Opportunities site. It is the responsibility of the quoter to continually view the website for the solicitation and any amendments. Contractors interested in doing business with the Government must be registered with the SAM website accessed through https://sam.gov. Contractor must also ensure annual representations and certifications are current or complete them at the SAM website as well. All prospective offerors interested in submitting a quote must have a commercial and government entity code (CAGE code). Contractors must be registered with Wide Area Workflow at https://piee.eb.mil in order to invoice the Government and accept payment.

(EDT) 26 August 2024, which will be answered by the posting of an amendment. Any questions received after the stated deadline will not be addressed.

Background
The Marine Corps Installations East (MCIEAST) is responsible for implementing policies and providing oversight to support the U.S. Marine Corps' operational forces.

The MCI-East Cherry Point Satellite Contracting Office has a requirement for Aerial Range Sweep Services at Marine Corps Air Station (MCAS) Cherry Point, NC, which is crucial for maintaining regulatory compliance regarding environmental protection and operational safety in bombing target/strafing areas.

Work Details
The contractor will provide Aerial Range Sweep Services, which include:
- Orientation Flight: Conduct an orientation flight coordinated through Range Control after receiving a Range Safety Brief along a pre-defined flight-path.
- Morning Range Survey: Perform a morning range survey at the beginning of every weekday (Monday to Friday) along a specified flight path, totaling 250 survey days.
- Compliance Flight: Conduct compliance flights as required.
- Photographic Recordations and Transfers: Capture and transfer photographic records of the area surveyed.
- Point Data Collections: Collect data points as necessary during flights.
- Flight Cancellation: Manage any necessary cancellations of flights due to weather or other factors.

The services must adhere to regulations under the Endangered Species Act (ESA) and the Marine Mammal Protection Act (MMPA), ensuring that all activities comply with conditions set forth in Biological Opinions and Letters of Authorization/Concurrence.

Period of Performance
The period of performance for the base year is from October 1, 2024, to September 30, 2025, with an option period extending from October 1, 2025, to September 30, 2026.

Place of Performance
The services will be performed at Marine Corps Air Station Cherry Point and its associated bombing target/strafing areas located in Carven, Carteret, Jones, and Pamlico counties in eastern North Carolina.
