The Corps of Engineers Fort Worth District is soliciting comments from the construction community addressing the potential use of Project Labor Agreements (PLAs) from large scale construction projects (exceeding $35 million). This market survey is being posted for the UEPH Barracks Fort Hood, TX. This will be a solicitation for a construction contract award for Fiscal Year 2023.

THIS IS A PROJECT LABOR AGREEMENT SURVEY ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME.

Background / Scope Summary:

Project includes: design and new construction of an Unaccompanied Enlisted Personnel Housing (UEPH) Barracks on Fort Hood, Texas to house 252 soldiers. This is a Design-Build (D-B) Project consisting of the design and construction of UEPH Barracks on Fort Hood, TX. The UEPH Barracks shall be designed and constructed to be consistent with the design of an apartment facility for the civilian sector that perform similar functions to military projects. The residency capacity for the UEPH Barracks shall be 252 soldiers.
