PJM 2024 - Electricity - A0006   2

This is a SOLICITATION for commercial items prepared in accordance with the Format in FAR Subpart 5.2, as supplemented with additional information.

The Defense Logistics Agency Energy (DLA Energy) hereby issues solicitation SPE60424R0408 for the supply of electricity and any ancillary services to be delivered to various military and federal civilian installations located in the PJM Regional Transmission Organization's market area. The Government is soliciting retail electricity offers for a tenative start date on the meter read date occuring in the month of December 2024.

The Government hereby amends the solicitaiton in order to revise the period of performance to one 12-month period with no option period(s).

This solicitation requests electric supply coverage for the installations until the DLA Energy CFE PJM solicitation (SP0604-24-R-0421) has been awarded.

All accounts are located in the District of Columbia, Illinois, Maryland, New Jersey, Ohio, and Pennsylvania with a total estimated annual quantity of an estimated 2,624,125,481kWh's. The contract(s) awarded will be Firm Fixed Price Requirements Type and Fixed-Price Requirements Type contract utilizing Locational Marginal Price. The solicitation is a Request For Proposal (RFP). Additional requirements may be added by amendment. All responsible sources may submit a proposal, which shall be considered.

All responsible sources are encouraged to submit a responsive and complete proposal. The proposed contract action will be made to an offeror, who, at the time of award, is on the state approved list of Retail Electric Providers in the states in which the award is to be made. No proposed award will be made to an offeror who appears on the Office of Foreign Assets Control- Specially Designated National (SDN) List, the Industry & Security- Denied Persons List (DPL), Federal Awardee Performance and Integrity Information Sys (FAPIIS), and/or Excluded Parties List System (EPLS).

The Government may not provide answers prior to the date and time provided on SF 1449, block 8. Password requests for attachments must be submittd to dlaenergy.eteam@dla.mil.

One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.

Upon issuance of the solicitation, the closing response date will be provided in block 8 of the SF 1449.
