Background
The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia office intends to award a Firm Fixed Price (FFP) contract in support of the Bureau of Medicine and Surgery (BUMED). This contract aims to provide a postal mailing solution and technical maintenance for the existing mailing systems used by BUMED HQ and its detachments. The goal is to streamline postal-related functions and reduce operating costs within the Defense Health Headquarters (DHHQ).

Work Details
The contractor shall provide a comprehensive mailing system and data hosting services that comply with current security requirements mandated by government standards. The services include:

1. Full maintenance support of previously installed mailing systems, including troubleshooting, repair, or replacement as necessary.

2. Regular planned maintenance to ensure optimal performance of the mailing systems.

3. System updates and preventative maintenance, both on-site and remote.

4. Technical support as required for the existing systems.

The mailing systems must adhere to Federal Information Security Management Act (FISMA), NIST guidelines, and US Postal Service General Services Administration Schedule 48 for commercial pricing while ensuring protection of Personally Identifiable Information (PII). The contractor will also be responsible for data hosting on a FedRAMP certified cloud system, ensuring compatibility with existing BUMED HQ mailing systems.

Period of Performance
The contract will be performed from March 1, 2026, to February 28, 2027.

Place of Performance
The work will be performed at Defense Health Headquarters, 7700 Arlington Blvd, Falls Church, VA 22042 and Navy Medicine Records Activity BUMED Detachment, 1222 Spruce St. Room 9.308, St. Louis, MO 63120.
