Pipette Calibration and Services   3

Background
The Federal Bureau of Investigation (FBI), Procurement Section, is issuing this Request for Quotation (RFQ) to solicit ISO 17025 certified service providers, for the purpose of procuring calibration and maintenance services for the Laboratory Division (LD). This contract will consist of one (1) base year and four (4) possible/exercisable one-year option periods.

Work Details
The Contractor and Contractor’s personnel shall furnish all labor, test equipment, tools, transportation, and replacement parts to properly calibrate the stated number of pipettes. All work shall be performed within the FBI’s Laboratory building. Perform all work required to accomplish the calibration during the months of March and June, 2024.

The DNA Casework Unit (DCU) of the FBI Laboratory conducts forensic mitochondrial DNA analysis of evidence from criminal investigations. MtDNA sequencing is often used in cases where biological evidence is degraded or present in small quantities. The process involves: (1) extraction and purification of mtDNA from biological samples such as bones, hair, teeth, and blood; (2) amplification of recovered DNA utilizing the polymerase chain reaction (PCR); and (3) sequencing of the amplified DNA to determine the sample type. Each step involves pipetting quantities of reagents ranging from 0.5 µl to 10000 µl. It is critical that the pipettes used to aliquot these reagents be accurately calibrated.

Period of Performance
The anticipated Period of Performance (POP) shall be a twelve (12) month base period, with four (4) potential exercisable twelve-month option periods. Anticipated POP: Base Year: 03/01/24 – 02/28/25; Option years if exercised: Option Year-1: 03/01/25 – 02/28/26; Option Year-2: 03/01/26 – 02/28/27; Option Year-3: 03/01/27 – 02/28/28; Option Year-4: 03/01/28 – 02/28/29

Place of Performance
The FBI requests firm-fixed pricing for two on-site calibration and maintenance services to be performed at the FBI Laboratory located in Quantico Va., 22135.
