Background
The United States Senate Sergeant at Arms (SAA), Office of Capitol Operations, is seeking contractor support to provide a comprehensive leadership training and professional development program aimed at enhancing leadership skills for SAA personnel.

The Capitol Operations division provides essential services throughout the United States Capitol, Senate Office Buildings, and the Capitol Visitor Center, employing nearly 200 individuals across various roles. Historically focused on developing leadership skills among individual contributors and front-line managers, Capitol Operations is now expanding its approach to include tools such as training, mentorship, and peer support to strengthen current leaders and build future leadership potential.

Work Details
The contractor will deliver a comprehensive leadership program that includes:
1. Program design and facilitation tailored for different levels of personnel (executives, managers, individual contributors).
2. Monthly in-person workshops lasting 120 minutes each.
3. Monthly virtual coaching sessions lasting 60 minutes per participant.
4. Monthly virtual meetings with Capitol Operations leadership for alignment and accountability.
5. Pre-program assessments to evaluate leadership competencies and post-program assessments to gather feedback on the program's effectiveness.
6. Development of a detailed program calendar that aligns with Senate operations to minimize disruptions.
7. Creation of educational content for review by SAA prior to delivery.
8. Integration of mentorship elements and stretch assignments into the program framework to enhance real-world application of learned concepts.

Period of Performance
The contract includes a base term of 12 months with four optional 12-month periods.

Place of Performance
The services will be performed at the United States Capitol Complex in Washington, DC.
