1. Introduction.

This pre-solicitation notice is for information only and is not a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept proposals as a result of this presolicitation. If a competitive solicitation is issued in the future, it will be announced via The System for Award Management (SAM) at SAM.gov and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract.

2. Applicable North American Industry Classification System (NAICS) Code.

The applicable NAICS CODE: 237990- Other Heavy and Civil Engineering Construction (Size Standard in millions of dollars $45M).

3. Type of Contract to be Awarded.

As a result of this presolicitation and possible solicitation, the Special Project Operations Center, Intermountain Branch, plans to award a firm fixed price contract.

4. Type of Solicitation.

The solicitation, if released, will be governed by Federal Acquisition Regulation Part 15, Contracting by Negotiation .

5. Presolicitation Posting Period.

This presolicitation will be posted for 18 days.

7. Contract Description.

This project includes all labor, materials and equipment to reconstruct the existing Port Ramp Day Use Area at Pineview Reservoir near Huntsville, UT. The site is owned by the Ogden Ranger District of the Uinta Wasatch, Cache National Forest.

Work Includes:

1. Removal and disposal of existing structures and site furnishings.

2. Removal and salvage to USFS of existing precast concrete vault comfort stations.

3. Preservation of existing accesses onto Snow Basin property.

4. Obliterating, scarifying, and regrading existing roadways and paths.

5. Construction of SR-158 road improvements, entry road, entry booths, and exit road.

6. Construction of storm drainage improvements: culverts, flared end sections, trash

racks, catch basins, treatment devices, and drainage channels.

7. Construction of rock rip rap slope protection.

8. Construction of entry gates.

9. Construction of concrete stairs.

10. Construction of precast concrete vault comfort stations.

11. Construction of new dump station.

12. Construction of improvements around Utah Division of Water Resources (DWR)

decontamination area.

13. Construction of a new parking lot area.

14. Construction of new booster pump station with associated water connections to

dump station, future concessionaire building, and host sites.

15. Construction of host sites with utility hookups.

16. Construction of sanitary sewer system for dump station and host sites with

underground wastewater storage tanks.

17. Construction of trash enclosures.

18. Construction of pavilions (i.e. shade structures) with picnic and utility tables.

8. Project Location.

The work will be conducted near Eden, Utah at an existing Forest Service owned site on the Ogden Ranger District. Located 1.4 miles north from the junction of Utah State Route 39 and Utah State Route 158, the site address is 444 N. Hwy 158, Eden, Utah 84310.

9. Estimated Period of Performance.

May 1, 2025, through May 1, 2026

10. Disclosure of Magnitude.

The anticipated magnitude for this project is more than $10,000,000.00

11. Type of Set-aside.

Total small business set-aside.

12. Responses.

Background
The Pineview Reservoir Recreation Complex Reconstruction project is initiated by the USDA Forest Service, specifically the Ogden Ranger District of the Uinta Wasatch, Cache National Forest.
