This is a PRESOLICITATION NOTICE for the upcoming Solicitation 75H70126R 00034 Pine Ridge Hospital Roof Replacement in Pine Ridge, SD (Oglala Lakota County), a construction project prepared in accordance with FAR Part 36. These construction services are in support of the Indian Health Service (IHS).

The Government anticipates releasing the solicitation on or about mid or late July, 2026, and will remain open for approximately 30 calendar days. The solicitation and all amendments for this Request for Proposals will be posted on https://sam.gov under Contract Opportunities. A full scope of work, plans and specifications and Construction Wage Determination will be included in the solicitation documents. Additional details can be found in the solicitation when it is posted to https://sam.gov.

SCOPE OF WORK:

The purpose of this contract is to replace 73,400 SF of roofing membrane and insulation over the original PR Hospital Building. The roof over the original hospital building is past its expected life. Substantial patching has occurred within the last 5 years to address numerous leaks throughout the facility. Pine Ridge receives severe hail and windstorms frequently which have also contributed to the degradation of the existing membrane roof. Saturation of the insulation has also been identified, and severe pooling of water indicates drainage issues.

LOCATION OF PROJECT: All work shall be performed at the following:

  • Pine Ridge Hospital

PERIOD OF PERFORMANCE: Period of Performance is 180 calendar days from date of notice to proceed.

CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $1,000,000 and $2,000,000

SITE VISIT: Details regarding the Site Visit will be included in the solicitation.

CONTRACT TYPE: IHS intends to award a single Firm Fixed Price (FFP) contract in support of this requirement.

This solicitation will be procured as a Request for Proposal (RFP) in accordance with FAR Part 36 procedures with Lowest Price Technically Acceptable (LPTA) evaluation criteria.

This project will be solicited as 100% set aside for Indian Small Business Economic Enterprise (ISBEE) pursuant to the Buy Indian Act under North American Industry Classification System (NAICS) code 236220, Commercial and Institutional Building Construction. The associated size standard for this procurement is $45 million. For information concerning NAICS and SBA size standards, go to http://www.sba.gov.
