Pin Wire Tester Evaluation

Background
The Air Force Sustainment Center (AFSC/PZIMB) at Tinker Air Force Base, Oklahoma, is issuing a Sole Source, Firm-Fixed-Price contract for the acquisition of services related to the evaluation of a Radio Frequency (RF) M880 amplifier within the Pin Tester (PT) system. This amplifier is essential for testing the electromagnetic pulse resistance of Line-Replaceable Units for the B-2 aircraft. The contract aims to address an inoperable unit that failed following a diagnostic event in late 2023.

Work Details
The Contractor shall perform a comprehensive Test, Teardown, and Evaluation (TT&E) on the RF M880 amplifier to determine its repairability. The tasks include:

1. On-Site Preparation, Custom Packaging, and System Pickup:
- Design and fabricate a custom shipping crate for the RF M880 amplifier.
- Provide on-site technical assistance for disassembly and packaging.
- Securely package and ship the entire Pin Tester system from Tinker AFB.

2. Commercial Transportation:
- Manage all logistics for transporting the system to San Diego, CA.
- Maintain custody and tracking of all assets during transit.

3. Diagnostic Evaluation (TT&E):
- Conduct a thorough evaluation to diagnose failure causes and assess repair feasibility.
- Deliver a detailed TT&E Repairability Report and firm-fixed-price repair quote.

4. Repair and Performance Verification (conditional upon PCO authorization):
- Execute repairs if authorized by the PCO and conduct performance verification testing to ensure compliance with OEM specifications.

5. Quality Assurance:
- Ensure all equipment used is calibrated according to ANSI/NCSL Z540-1 or ISO 17025 standards.

Period of Performance
The work will be performed over several phases: On-site preparation will take approximately 6 weeks after receipt of order; transportation will take about 1 week; diagnostic evaluation reports are due within 8 weeks after arrival at the contractor's facility; repairs will be determined upon PCO authorization.

Bidder Requirements
The Contractor must be a U.S. registered company employing U.S. citizens. They must demonstrate capability in handling sensitive military equipment and maintain chain of custody throughout the process. Additionally, they must provide adequate documentation verifying compliance with specifications outlined in the Performance Work Statement.
