The following is a Request for Proposal (RFP)

The U.S. Army Corps of Engineers (USACE), St. Paul District is soliciting a requirement for the

Pigs Eye Lake CAP 204 Project. Pigs Eye Lake is a 628-acre, shallow backwater lake, situated southeast of St. Paul, Minnesota, within Pool 2 of the Mississippi River. The project features include up to six (6) islands (five islands as the base requirement and one island as an option), sand benches, marsh habitat, and terrestrial plantings. Such features have the objective of improving aquatic and terrestrial habitat as well as maintaining the shoreline of Pigs Eye Lake.

The anticipated magnitude of this project is between $10,000,000.00 and $25,000,000.00.

The North American Industry Classification System (NAICS) code for this project is 237990; Other Heavy and Civil Engineering Construction with a size standard of $39.5 Million.

The resulting contract shall be a Firm, Fixed-Price contract.

The solicitation is a Total Small Business set-aside.

In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the System for Award Management (SAM). Background

Work Details
The construction tasks include filling, grading, and related work for the placement of granular and fine fill obtained from designated borrow sites and optional access dredging.
The work also involves the placement of temporary features such as construction pads, bridges, and plugs; meeting water quality standards; handling soil conditions during construction; and executing specific placement plans for fine fill and granular fill from borrow sites.

The geographic location for the construction projects is Pigs Eye Lake in St. Paul, Minnesota.
