Pier Romeo Design-Build Recapitalization Project in North Charleston, SC   3

Background
The National Oceanic and Atmospheric Administration (NOAA) has a requirement to recapitalize the Office of Marine and Aviation Operations’ (OMAO) Pier Romeo Facility in North Charleston, South Carolina, which is severely degraded and unsafe for use. The recapitalized facility will be used to support the NOAA ships Nancy Foster, Ronald H. Brown, and other visiting NOAA vessels. The proposed action involves the design and construction of a new floating pier with supporting infrastructure, and demolition of the existing pier and all associated pilings.

Work Details
The work involves design and construction services to demolish the existing derelict structures and construct a dedicated pier, access ramp(s), floating dock, seawall, living shoreline, and a new 5,000 square foot warehouse necessary to support the berthing of NOAA ships on a long-term basis. The project also includes marine demolition, sea wall construction, main floating pier construction, main site civil & utilities construction, warehouse construction, small vessel floating dock construction, and living shoreline construction. The contract includes tasks such as design and preconstruction services, marine demolition, removal of existing pier structures, procurement and installation of materials for construction of the floating pier and access trestle, procurement and installation of lighting required for the new pier, access trestle, landside parking areas, procurement and installation of new utilities to support the project both along the water and pier as well as shore side in the parking lot, warehouse construction including excavation and removal of existing soil required for the warehouse structure and/or foundations.

Period of Performance
The period of performance for the contract is from October 18th, 2023 to January 16th, 2026.
