Physical Security Officer Services throughout the State of Virginia

Background
The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Federal Protective Service (FPS), Acquisition Division (AD) is seeking to extend the ordering period of Contract 70RFP319DE3000002 with Paragon Systems, Inc. for Armed Protective Security Officer (PSO) services across various sites in Virginia, including Richmond, Roanoke, and Norfolk.

This extension is necessary to ensure continuity of critical security services while a competitive follow-on task order is being prepared.

Work Details
The FPS AD intends to procure Protective Security Officer services on a noncompetitive basis for up to seven months, from October 1, 2025, through April 30, 2026.

This action will modify the current contract to allow for the placement of a task order that continues PSO services throughout Virginia. The incumbent contractor, Paragon Systems, Inc., is currently performing satisfactorily under the existing contract and is familiar with the requirements and facility locations.

The extension is justified due to unexpected delays in the procurement process caused by competing operational priorities and policy updates that have affected timelines. The modification aims to prevent any disruption in PSO services which are essential for responding to security threats and ensuring safety at federal facilities.
