Physical Fitness Facility at Fort Carson Colorado   3

On or about 19 February 2021, this office will issue Request for Proposal (RFP) for CONSTRUCTION OF A PHYSICAL FITNESS FACILITY at Fort Carson, Colorado (PN 58139). The solicitation will close on or about 22 March 2021.

This solicitation is Unrestricted. All offerors must be registered and have an active and verified account in the System for Award Management (SAM) in order to receive a contract award from any DoD activity. Contractors may access the Internet site at: https://www.sam.gov/ to register and/or obtain information about the SAM program. Contractors must ensure that the applicable NAICS code 236220 is included in their profile prior to submission of offer.

Project Description (approx. quantities):

This is a fully designed project.

This project is to construct a standard design Medium, Physical Fitness Facility (PFF) at Fort Carson Colorado. Primary facilities include: the PFF, and special foundations. The PFF will have activity modules, indoor jogging track, gymnasium, and associated support spaces. Work also includes building information systems, anti-terrorism measures, fire protection and alarm systems, Intrusion Detection Systems (IDS) installation, and Energy Monitoring Control Systems (EMCS) connection. Supporting facilities include site development, utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, information systems, landscaping and signage. Measures in accordance with Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. Comprehensive building and furnishings related interior design services are required. Access for individuals with disabilities will be provided. Cyber Security Measures will be incorporated into this project. Sustainability/Energy measures will be provided. Facilities will be designed to a minimum life of 40 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance.

The Contractor will be required to commence work within 10 days after Notice to Proceed (NTP) and complete the work in the proposed number of calendar days (Not to Exceed 540 calendar days) after receipt of NTP. Provisions will be included for Liquidated Damages in case of failure to complete the work in the time allowed. Performance and Payment Bonds will be required.

RFP Evaluation Criteria:

Firms participating in the solicitation will submit technical requirements in accordance with Section 00 22 00 PROPOSAL SUBMISSION REQUIREMENTS, INSTRUCTIONS AND EVALUATION. Submissions will be evaluated based on a best value approach considering technical elements for evaluation (i.e., Specialized Experience, Key Personnel, Past Performance, Small Business Participation, and Project Management Plan). An adjectival method of evaluation will be used to evaluate all technical factors. Price will be evaluated separately for reasonableness and realism. A Best Value selection will be considered after reviewing price and technical factors.

The estimated construction cost of this project is between $10,000,000 and $25,000,000.
