Background
The U.S. Department of Justice, specifically the Federal Bureau of Prisons (BOP), is seeking to procure Comprehensive Medical Services (CMS) for the Federal Correctional Institution (FCI) located in Phoenix, Arizona.

This procurement is justified as other than full and open competition due to the unique qualifications of the incumbent contractor, Naphcare, which is deemed necessary to prevent serious injury or financial loss to the institution's operations.

Work Details
The contract involves the continuation of community and institution-based comprehensive medical services provided by Naphcare.

The services include essential medical, dental, and mental health care for the inmate population. Required services encompass both inpatient and outpatient facility and physician services.

The urgency of healthcare delivery necessitates uninterrupted medical services; thus, any delay in contract award would disrupt access to timely medical care. Naphcare has agreed to provide these services at prior Medicare benchmark rates through monthly firm-fixed-unit-price purchase orders until a new CMS contract can be competitively awarded.

Period of Performance
The proposed period of performance is from July 1, 2026, through July 31, 2026.

Place of Performance
The contract will be performed at the Federal Correctional Institution located at 37900 N. 45th Avenue, Phoenix, AZ 85086.

Bidder Requirements
Naphcare is identified as the only responsible source capable of providing uninterrupted medical services without a lapse in care. The contractor must have completed all provider credentialing and background clearances prior to performance.
