The Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF) requests for quote (RFQ) N32253-22-R-0015 with the intent to award a Firm Fixed-Price/cost plus fixed fee contract to perform technical services in support of the Mobile At-sea Sensor System (MATSS) platform. Support includes troubleshooting, repairs, system upgrades, preservation, preventative maintenance, testing, and operation of various hull, mechanical and electric (HM&E) systems, as well as physical security for the MATSS towed platform. The contractor shall also provide ongoing maintenance of HM&E systems, provide an at-sea crew for missions, and perform vessel modifications.

The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336611 and the size standard for this NAICS code is 1,250 employees. The Product Service Code is J020 Maintenance and Repair of Ship and Marine Equipment.

All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov) by the award date. The solicitation document and incorporated provisions and clauses will be those in effect through Federal Acquisition Circular (FAC) 2022-06, DFARS 06/23/2022, and NMCARS 18-21.

  • Shipcheck will be on Tuesday, 08/02/2022 at 9:00 a.m. HST. at PHNSY & IMF Bravo Pier. Please RSVP to Luke Dahlquist (luke.dahlquist@navy.mil) and Lynn Imperial (lynn.imperial@navy.mil) by 10:00 a.m. HST on Monday 08/01/2022 to ensure timely badging access.
  • All solicitation amendments must be acknowledged in quote submission.
  • The Offeror must submit their quote in accordance with the CLIN structure established in the Solicitation.
  • Section J - List of Attachments: Attachment numbers 1 through 8.C.7 will be available upon request in accordance with performance work statement.
  • Section L Instructions, Conditions, and Notices to Bidders: This section provides instructions and information for acceptable proposal submission.
  • Section M Evaluation Factors: This section includes information on the basis of award and factors that will be evaluated for award.
  • All Offeror questions pertaining to the Request for Proposal N32253-22-R-0015 are due by 08/08/2020, 3:00 p.m. HST. The Government is not obligated to answer questions submitted after this common cut-off date.
  • All questions regarding the solicitation shall be submitted in writing via email to the listed POCs. No telephonic requests will be accepted.

Quotes are due no later than Monday, 08/29/2022 at 3:00 p.m. HST.

Background
The Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF) is seeking technical services in support of the Mobile At-sea Sensor System (MATSS) platform. The MATSS platform is a towed vessel used by the Pacific Missile Range Facility (PMRF) to provide over-the-horizon data collection and range safety operations from remote locations in the Pacific Ocean. The contractor is expected to perform maintenance and operations tasking, with configuration control efforts performed by another entity. MATSS has come into a normalized DON Technical Authority construct with PMS 325 Planning Yard established as the vessel planning yard and the SEA 05D Technical Warrant Holder for Combatant Craft and Boat established as the TWH performing oversight.

Work Details
The technical services required include troubleshooting, repairs, system upgrades, preservation, preventive maintenance, testing, and operation of various hull, mechanical and electrical (HM&E) systems, as well as physical security for the MATSS towed platform. The contractor shall also provide ongoing maintenance of HM&E systems, provide an at-sea crew for missions, and perform vessel modifications. The contractor must adhere to references such as Naval Ships Technical Manual (NSTM) series, American Bureau of Shipping Codes, Guides and Practices, NAVSEA Technical Publication “Requirements for Welding and Brazing Procedure and Performance Qualification”, NAVFAC P-307 Weight Handling Program Management, OPNAVINST/MCO 4061.4 Food Safety Training Program, NAVMED P-5010 Tri-Service Food Code, NAVOSH Lock Out/Tag Out, International Convention for the Safety of Life at Sea (SOLAS), 1974, OPNAVINST 5100.19 Navy Safety and Occupational Health Manual (Afloat), PMRF Instructions including PMRFINST 5100.2J – MATSS Hazardous Material Control and Management Program.

Period of Performance
The period of performance for CLINs 0001 to 0003 is from November 23, 2022 to December 22, 2024. For CLINs 1002 to 1006, there is an optional six-month extension period from December 23, 2024 to June 22, 2025.

Place of Performance
The work will be performed at Joint Base Pearl Harbor Hickam (JBPHH), Oahu, HI.
