Background
NASA/NSSC has a requirement for the purchase of a Phenix System, which is critical for enabling high power systems in extreme environments. The agency intends to issue a sole source contract to Doble Engineering Company, the sole provider of this system. This procurement is essential for supporting NASA missions that depend on higher-power electrical systems and new insulation materials.

Work Details
The contract involves the acquisition of a Phenix System that includes an AC/DC dielectric test set capable of testing both DC and AC voltages up to at least 100 kV and 50 kV respectively. The system must include:
- A test unit that can accommodate test fixtures following ASTM D149 standards.
- At least two test fixtures: one for air exposure tests and another for oil bath tests.
- Software compatible with Windows 11 to control the instrument and record data.
- A faradaic cage test chamber with safety interlocks that meets high voltage safety standards.

This replacement system will restore critical characterization capabilities necessary for evaluating insulation materials used in NASA's power system applications.

NASA/NSSC has a requirement for Phenix System Purchase.

NASA/NSSC intends to issue a sole source contract to DOBLE ENGINEERING COMPANY dba DOBLE CO 123 Felton ST Marlborough, Massachusetts 01752-1999 United States under the authority of FAR 12.102(a). It has been determined that DOBLE ENGINEERING COMPANY dba DOBLE CO is the sole provider of Phenix System Purchase.

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Glenn Research Center (GRC).

The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial

The NAICS Code for this procurement is 513210.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. Central Standard Time on 10/16/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

NOTE: Quotes received in response to this notice will NOT be considered and will not be evaluated by NASA's Technical End User Team. We are currently only requesting Capability Statements.
