This is a presolicitation notice for a Phased Array Radar (PAR) Test Article, located in Norman, Oklahoma.

Background
The United States Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Office of Oceanic and Atmospheric Research (OAR) National Severe Storms Laboratory (NSSL) is seeking a Phased Array Radar (PAR) Test Article and ancillary items. The contract will be awarded through Contracting by Negotiation. The anticipated Request for Proposal issuance date is on or about June 26, 2023, with the proposal due date on or about August 24, 2023.

Work Details
The required tasks include the production of a Radar Test Article (RTA), construction of a Radar Test Facility (RTF), installation and integration of the RTA, documentation and training, as well as support and maintenance. Tasks One through Four will make up the base period with an anticipated period of performance of two years, while Task Five will consist of five one-year option periods. The contract includes a mix of firm fixed price supply, construction, and service tasks.
