SOLICITATION

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division (WAD), Boulder, CO, on behalf of the Office of Oceanic and Atmospheric Research (OAR), hereby issues solicitation 1305M323RNRMA0015 as a competitive procurement for a Phased Array Radar (PAR) Test Article. The Government intends to award a single award contract from this solicitation.

Solicitation Issue Date: June 26, 2023

Site Visit: July 12, 2023 9am CST

Questions Due Date: July 17, 2023 3pm MST

Proposal Due Date: August 24, 2023 3pm MST

Anticipated Award Date: Q3 FY2024

The scope of this requirement includes a Radar Test Article (RTA), Radar Test Facility (RTF), installation and integration of the RTA, documentation and training, and support and maintenance for DOC, NOAA, OAR, National Severe Storms Laboratory (NSSL).

Background
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division (WAD), Boulder, CO, on behalf of the Office of Oceanic and Atmospheric Research (OAR), issues solicitation 1305M323RNRMA0015 for a Phased Array Radar (PAR) Test Article. The scope of this requirement includes a Radar Test Article (RTA), Radar Test Facility (RTF), installation and integration of the RTA, documentation and training, and support and maintenance for DOC, NOAA, OAR, National Severe Storms Laboratory (NSSL).

Work Details
The Contractor shall furnish all necessary personnel, equipment, materials, supplies, and services to provide and install a turn-key PAR system in central Oklahoma. This includes construction of the radar tower, support infrastructure, training, and operational and maintenance support post installation. The RTA shall be an S-band radar with specific technical requirements such as active electronically scanned array (AESA) capabilities, mechanical azimuthal rotation, dual-linear polarization, sensitivity requirements, range resolution, display capabilities for spectral moments and dual-polarization variables, among others.

The RTF construction must comply with Unified Facilities Criteria (UFC) 1-200-01 standards and include features such as HVAC system, backup generator, fire suppression system, lightning protection system, radiation hazard survey compliance, ITAR compliance, perimeter fence with security features.
