Background
The Bureau of Indian Affairs (BIA), Alaska Regional Office (ARO), Division of Environmental and Cultural Resources Management (DECRM) is issuing this Request for Quotation (RFQ) for a Phase 1 Environmental Site Assessment (PH1 ESA) at the old school site within the Village of Kiana, Alaska. The project aims to ensure compliance with environmental laws and regulations related to Native Allotments, Trust properties, and BIA-funded projects.

The intent is to determine the quantity and quality of any contaminants present at the site, which is located approximately 60 miles east of Kotzebue, Alaska.

Work Details
The work to be performed includes:

1. Planning and Project Management: Conduct project kick-off meeting and planning meeting with BIA; develop work plan and schedule for tasks.

2. Field Work: Obtain direct information connecting recognized environmental conditions to the property and identify potential contaminants.

3. Interviews and Records Review: Gather information from past and present owners, tribal, state, and local officials; review records that may identify recognized environmental conditions.

4. Report: Document findings with sufficient detail to allow reconstruction of the work performed.
