The Naval Air Systems Command (NAVAIR) intends to negotiate a firm fixed price (FFP) Delivery Order (D.O.) under Basic Ordering Agreement (BOA) N00019-19-G-0029 on a sole source basis with Lockheed Martin Rotary and Mission Systems (LM RMS) in Owego, NY. This contract is to provide Non-recurring Engineering (NRE) to design the Common MH-60 R/S Aircraft Survivability Equipment (ASE) architecture to integrate the APR-39C(V)2 Radar Warning Receiver into the MH-60S Avionics System and implement common audio and symbology architecture across the MH-60R and MH-60S. The projected period of performance will be from January 2021 through January 2023.

This action is being awarded on a sole source basis to LM RMS under authority permitting other than full and open competition, Title 10, U.S.C. 2304 (c) (1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other type of Supplies or Services Will Satisfy Agency Requirements, as they exclusively designed and developed the H-60 Avionics and the MH-60R/S Common Cockpit. LM RMS was awarded the initial and subsequent production contracts, as well as all subsequent changes and improvements in production. LM RMS is the only source with the requisite knowledge and skilled personnel, facilities, manufacturing tooling, test equipment, experience, and technical data necessary to provide the required supplies and services in a timely and cost effective manner.

Note: This notice of intent is not a request for competitive proposals. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as the development and testing of ASE requires a substantial initial investment or an extended period of preparation for qualification. However, the Government will consider all proposals received within thirty days after the publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
