SUBJECT: Pharmacy Services for AFRH-Washington, D.C.

Greetings,

The purpose of this Request for Information (RFI) is to find capable vendors to support the Armed Forced Retirement Home (AFRH) with obtaining Pharmacy Services at their Washington, D.C. location. We anticipate a Firm-Fixed-Price (FFP) contract, as described in the following Request for Information (RFI), RFI-AFR-25-001 Pharmacy Services for AFRH-Washington, D.C. Respondents to this RFI shall be able to perform all the duties/requirements listed in the attached portions of the Performance Work Statement (PWS).

This is merely an RFI for market research purposes, and not a solicitation.

INSTRUCTIONS TO RESPONDENTS

Respondents shall provide their Capability Statement fully illustrating their ability to meet the PWS requirements to purchasing@fiscal.treasury.gov with the subject line: RFI-AFR-25-001 , Attn: KMacDonald/PCWhite Pharmacy Services for AFRH-Washington, D.C. no later than Wednesday, September 11, 2024 by 12:00 p.m. EST. Any other submissions will not be considered.

Interested vendors are asked to provide the following in their responses to this RFI:

1. The name, location, DUNS/UEI, and Point-of-Contact information (name, phone number, and

email) for the respondent's vendor.

2. A brief Capabilities Statement, which includes a description of the respondent vendor's

standard line of business and relative experience.

3. Include respondent vendor's business size: Small or Other Than Small (OTS)/Socioeconomic

Category.

4. We are also seeking information regarding the industry standard for pricing.

We will be entertaining only broad questions and answers, keeping them to a minimum at this point, as a vendor pool is all that is being sought at this time. Questions and Answers will be fielded during the RFP period in the future. Proposals will not be accepted at this time.

Only complete responses, submitted to the e-mail address above, by the established due date, will be considered. Any packages submitted after the established closing date and time will not be guaranteed consideration.

Background
The Armed Forces Retirement Home (AFRH) in Washington, D.C. is a Continuing Care Retirement Community (CCRC) that became an independent Federal agency in 1991 through the Defense Authorization Act.

The AFRH provides various living arrangements for veterans, including Residential Living, Independent Living Plus, Assisted Living, Long Term Care, and Memory Support. Currently, there are approximately 555 residents at the Washington location, situated at 3700 North Capitol Street, NW.

Work Details
The contractor will provide Pharmacy Services for the residents of AFRH and must comply with all state and federal standards as well as AFRH policies. Key tasks include:
1. Accurate dispensing of medications to meet the needs of residents averaging 85 years old who take an average of sixteen medications each.
2. Billing services for Tricare and other insurance providers, ensuring that resident insurance companies are billed first before AFRH covers any costs.
3. Monthly detailed reporting on insurance providers for every resident.
4. Conducting drug regimen reviews and medication pass reviews monthly.
5. Providing in-service training for staff regarding prescribed drugs as requested by nursing staff.
6. Attending quarterly Pharmacy & Therapeutic Committee meetings and other required meetings.
7. Supplying adequate medication carts and software to manage pharmacy operations effectively.
8. Ensuring compliance with professional codes and maintaining licensure as appropriate.

Period of Performance
The contract will have a twelve-month base period starting from January 1, 2025, with four additional twelve-month option periods extending through December 31, 2029.
