NOTICE OF INTENT TO SOLE SOURCE This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract, and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by FAR 13.501(a). The Indian Health Service (IHS) Phoenix Area Office intends to issue a five year (one 12-month base year; and four 12-month option years); firm fixed prices; sole source award contract to P.S.I. Systems, INC. However, all responsible sources may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the agency before the intended award date. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Background: All United States Postal Service (USPS) mail must be paid for with postage, and the USPS authorizes vendors to purchase postage from the USPS for use with postage meters (aka mail machines). Private Express Statute (PES) consists of 18 USC 1693-1696 and 39 USC 601-606, implemented under 39 Code of Federal Regulations Parts 310 and 320, which restrict the carriage and delivery of letter mail to the USPS, and established uniform postage rates for letter mail. A vendor cannot charge any additional fees for USPS postage, or fees to spend USPS postage using a postage meter. IHS is required to purchase postage for all USPS mail, in accordance with the PES. The Endicia mail system will interface to the ScriptPro Central Robotic Prescription system and create shipping labels with a single scan process, in accordance with USPS Publication 52, Hazardous, Restricted and Perishable Mail (Pub 52) section 435. PAIHS acquires postage for all regular USPS mail via a Postage By Phone Pitney Bowes Reserve Account, most recently under contract # (HHSI247201600038A); Postage for prescription deliveries will be purchased through Endicia in order to fund the Endicia postage account used for prescription deliveries at PIMC.
Endicia software provides integrated pharmacy mail order postage and tracking with the ScriptPro centralized filling system used by PIMC. PIMC has already purchased the interface needed to streamline postage and tracking via the Endicia software. Estimates of pharmacy mail out postage volume and current costs for FY2021 were $245,000 with use of Endicia projected to save ~$30,000/year in postage.
