Background
The Defense Logistics Agency (DLA) Troop Support Medical Supply Chain is soliciting offers to select Reverse Distributors for pharmaceutical and medical supplies dispensed by the pharmacy and any related waste materials that may arise out of un-returnable pharmaceuticals. The purpose of this solicitation is to establish contracts with multiple Reverse Distributors capable of assisting the Department of Defense (DoD) including Coast Guard, and other eligible DoD Pharmaceutical Prime Vendor (PPV) customers in achieving maximum credit return and in processing any related waste that may arise out of non-returnable pharmaceuticals. The contract will include two regions: Continental United States (CONUS) and Outside the Continental United States (OCONUS). The need for on-site and off-site processing function is imperative to assure optimum inventory control and to eliminate the violation of laws and regulations, especially in waste disposal. Contractors shall be compliant with all applicable regulations related to handling pharmaceutical waste, hazardous waste, and controlled substances.

Work Details
The offeror must submit a non-price proposal demonstrating applicable licensures/certifications, proof of DoD Prime Vendor business relationship, web-based reporting features, and on-site standard operating procedure. Additionally, the offeror must submit a business proposal including a signed & completed SF 1449, representations and certifications, and a subcontracting plan for small business concerns. The solicitation also includes detailed information on the estimated returns for both CONUS and OCONUS regions, as well as the contract clauses incorporated by reference.

Period of Performance
The resulting contract will be for one 30-month base period of performance and one 30-month option period, totaling 5 years.

Place of Performance
The facilities are located in the Continental United States (CONUS) and Outside the Continental United States (OCONUS).
