Phantom 02 Calibration - Sole Source

Background
The Government intends to issue a sole source solicitation to ECI Defense Group, Inc., based in Lawrenceville, Georgia. The contract aims to provide on-site calibration services for Phantom O2 test stands, which are essential for verifying and performing maintenance on Parachute Oxygen Masks (POM) used in Military Free Fall operations.

The goal of this contract is to ensure the safety and operational readiness of parachuting equipment by maintaining the calibration standards required for effective use.

Work Details
The contractor will perform on-site calibration services for Phantom Test Stands (PTS) twice a year. These services are necessary to verify and maintain the operational standards of Parachute Oxygen Masks (POM) utilized in Military Free Fall.

The PTS require annual calibration as part of maintenance plans for personnel parachuting and cargo airdrop equipment standards. The justification for limiting competition is based on ECI Defense Group being the sole manufacturer of all PHANTOM parachuting oxygen equipment, which has undergone rigorous design safety reviews and testing to ensure compliance with safety standards.

Period of Performance
The period of performance for the intended contract shall be twelve months, with an option for one additional twelve-month period, totaling twenty-four months.

Place of Performance
The services will be performed at locations where the Phantom O2 test stands are utilized, specifically within military facilities that employ these systems.
