No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. THIS IS STRICTLY MARKET RESEARCH.

Phadia 250 Allergy Testing Instrument

All interested firms must be registered in SAM (System for Award Management) to be eligible for the award of Government contracts. Interested parties responding to this Sources Sought request shall submit the following information at a minimum:

(1) Company name and address point of contact with phone number and SAM UEI.

(2) Documentation relating to performance capability, current point of contact, and phone number.

(3) Socio-economic status to identify the business class as a large business, SDVOSB, VOSB, small business, Woman Owned, etc.

(4) Place of manufacture

(5) Any other pertinent company documentation prior to submission of offers to a solicitation.

Any SD/VOSB firms responding to this Sources Sought Notice must also provide proof of registration in the SBA Vet Cert prior to submitting offers to a solicitation.

This market research is for informational and planning purposes. This is not a solicitation and does not obligate the Government to issue a solicitation. Please be advised that the government will not pay any costs for responses and information submitted. All submissions are acceptable via frederic.revah1@va.gov

RESULTS INFORMATION: Respondents will not be notified of the results, and it is at the discretion of the Government to utilize results. Firms responding to this Sources Sought announcement, who fail to meet all requirements as stated above, and who fail to provide ALL the required information requested, will not be used to help the Government make the acquisition decision, which is the intent of this sources sought announcement.

Requirement:

The Veterans Integrated Services Network 1 (VISN1) Laboratory Service is seeking a potential qualified contractor to provide Phadia 250 Allergy Testing Instrument

The North American Industry Classification System Code (NAICS Code) is 334516, size standard of 1000 employees.

Based on this information, please indicate whether your company would be a Large or Small Business and have a socio-economic designation as a Small Business, VOSB or SDVOSB.

Responses to this notice shall be submitted via email to Fred Revah at frederic.revah1@va.gov. Telephone responses will not be accepted. Responses must be received no later than Monday, April 21st, 2025, at 6:00AM EST.

If a solicitation is issued it shall be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this sources sought.

Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM located on the web at www.sam.gov). Additionally, all Service-Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the SBA VetCert at https://veterans.certify.sba.gov/

Background
The Veterans Integrated Services Network 1 (VISN1) Laboratory Service is seeking a qualified contractor to provide the Phadia 250 Allergy Testing Instrument. This initiative aims to enhance allergy testing capabilities across the VISN, allowing for comprehensive testing of over 500 allergens and various autoimmunity markers.

The goal is to establish the Providence VA Medical Center as a leading allergy testing site within the network.

Work Details
The contractor shall provide the following:
- Phadia 250 Instrument
- Uninterrupted Power Supply
- Computer cart
- All shipping, delivery, and installation necessary to make the system operable
- Clinical Training for Providence VA Medical Center staff
- Technical Training for Providence VA Medical Center staff.

**Equipment Specifications:**
- Fully automated testing process with a menu of 500+ allergies and autoimmunity markers.
- Throughput of 60 tests per hour.
- Integration with existing Lab Information System.
- Dimensions: 74x58x37 inches; Power requirements: 120v/120amp; Refrigerated on-board reagent storage; 28-day stored calibration curve; Onboard dilutions.

- Integration with current Lab Information System (Data Innovations).
- Fully automated dispensing, processing, and measuring capabilities.
- Testing capacity of 60+ tests/hour with sample racks for 10 to 20 positions.

Period of Performance
The implementation and integration must be completed within 90 days from the date of award.
