Petroleum Engineering Technician (PET) Training Instruction
Background
The Bureau of Land Management (BLM) is issuing this Statement of Work (SOW) to define the requirements for contractor-provided Petroleum Engineering Technician (PET) Instructor services in support of the Oil and Gas Compliance Certification School (Course 3100-01). This training program aims to ensure BLM personnel have the necessary technical knowledge and regulatory expertise to conduct oil and gas Inspection and Enforcement activities as mandated by the Federal Oil and Gas Royalty Management Act (FOGRMA).

The course is delivered in a modular format, relying on experienced subject matter experts for instruction based on real-world operational practices.

Work Details
The contractor shall provide qualified personnel to perform the following tasks:
1. Provide technical support on BLM oil and gas measurement regulations.
2. Assist in developing class materials and organization for the BLM Oil and Gas Compliance Certification School.
3. Offer expertise for handling questions related to oil and gas measurement inspection activities.
4. Deliver classroom instruction aligned with Government-approved curricula, lesson plans, and learning objectives.
5. Provide hands-on instruction during field exercises, inspections, and practical demonstrations.
6. Instruct students on topics including drilling operations, plugging and abandonment, oil measurement, gas measurement, production accountability, and inspection documentation procedures.
7. Assist students with technical calculations and regulatory interpretations.
8. Offer one-on-one instructional support to reinforce course material.
9. Support student assessments through review of assignments and practical evaluations.
10. Proctor examinations as requested.
11. Ensure instruction aligns with applicable regulations, BLM policy, and I&E Strategy.

Period of Performance
The contract will be performed over a period from April 1, 2026, to March 31, 2027.

Place of Performance
Instruction work will be conducted at Government-designated training facilities and associated field locations across various states including Oklahoma City, OK; Fort Collins, CO; and Lake Havasu City, AZ.
