Dear Prospective Offeror:

Subject: Request for Proposals number 19PK4026Q5011 Enclosed is a Request for Quotations (RFQ) for Pest Control Services at U.S. Consulate, Karachi. If you would like to submit quotation, follow the instructions in Section L of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form that follows this letter. The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. The Embassy intends to conduct a pre-proposal conference at the site, The pre-proposal conference will be held on 22 June 2026 11:00am (local time) at the US Consulate General Karachi. Prospective offerors/quoters should provide their access details as below to KRCProcurementContracting@state.gov and franciswc@state.gov by 17 June 2026 for additional information or to arrange entry to the building.

Only two people from each firm may participate in the pre-proposal site visit. Following the site visit all relevant questions must be submitted no later than 23 June 2026, 3:00pm Local time Proposals are due by 3 July 2026, 3:00pm local time. No proposals will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted. Your proposal must be submitted electronically to KRCProcurementContracting@state.gov. It is important to make sure the submission is made in specific size and format; Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each. In order for a quotation to be considered, you must also complete and submit the following:

Background
The U.S. Consulate General in Karachi is seeking proposals for Pest Control Services as part of its Integrated Pest Management (IPM) program. The goal of this contract is to ensure effective pest suppression within the consulate's premises, aligning with the Department of State's safety, health, and environmental policies.

Work Details
The contractor will provide personnel, supplies, and equipment necessary for pest control services at the U.S. Consulate General Karachi. The scope includes:

1. Suppressing indoor populations of pests such as rats, mice, cockroaches, ants, flies, stinging insects, moths, mosquitoes, and other arthropods.

2. Controlling outdoor populations of pests within property boundaries.

3. Managing wood-destroying organisms like termites and wood-boring beetles inside buildings.

4. Implementing structural modifications for pest control including caulking and sealing materials as needed.

The work must conform to applicable safety and environmental regulations and ensure no contamination occurs during pest control operations.
