Description

This Sources Sought Notice is for market research ONLY and shall not be construed as a solicitation or as a commitment by the General Services Administration to issue a follow-on solicitation. The purpose of this notice is to seek the availability and qualifications of current business concerns that are interested and capable of performing the requirements as described in Attachment 1 - RFI Please provide your response in the form of a searchable PDF by May 30th, 2025.

A response is required to all questions and failure to respond will be viewed as an inability to meet the requirements.

Background
The General Services Administration (GSA) is seeking to gather information on the availability and qualifications of businesses capable of providing Personnel and Readiness Infrastructure Support Management (PRISM) services.

The goal of this contract is to support the Office of the Under Secretary of Defense for Personnel and Readiness (OUSD P&R) and its Directorates, as well as the Department of Defense (DoD) and strategic mission partners, with innovative and cost-effective services that meet the demands associated with a dynamic global threat and security environment.

Work Details
The Contractor shall perform a variety of tasks under this contract, including:
1. **Contract Program Management**: This includes accounting for contractor manpower reporting, coordinating project kick-off meetings, preparing monthly status reports, convening technical status meetings, preparing project management plans, trip reports, financial forecasting and tracking, quality management, risk analysis, and OCONUS logistic support.

2. **Program Business Operations**: The Contractor will review plans to ensure adherence to policies, participate in budgeting activities related to P&R functions, promote coordination within the Department and with other agencies, serve on boards related to manpower and personnel matters.

3. **Operations and Security**: This involves network information security and risk management as well as providing intelligence processing facilities services.

4. **Training Development**: The Contractor will develop and deliver training programs tailored to the needs of OUSD P&R personnel.

5. **Engineering and Information Security**: Tasks include engineering systems testing, prototyping new applications, conducting technical design reviews, and ensuring compliance with DoD directives.
